Happy retirement to Heather Dootoff and welcome to Francesca Martina, our new finance administrator!
There are many transitions at this time of year, and in Northern Spirit, Living Skies, and Prairie to Pine Regional Councils, we are working with two related changes.

Heather at the Living Skies banquet, May 2025.
Heather Dootoff has been our financial administrator since the 2019 restructuring, when she bravely moved from working with Living Skies/ Saskatchewan Conference only to working with three Regional Councils, brand new systems and structures, and lots of uncertainty. She has done so with grace, skill, and humour, has delayed retirement at least once, and now it’s time to retire for real. Family, friends, and the golf course are calling! Heather was able to make it to all three in-person retirement banquets, and to see many of the people she has worked with; as she said, it’s all about the people. Thank you, Heather, and blessings on the way, given with a lot of collective gratitude.
All three Regional Councils are delighted to announce that a new finance administrator has been hired.
Francesca Martina will be joining the tri-Region staff team July 2. She has worked in the non-profit sector for several years in a variety of roles. Passionate about social justice and the environment from a very young age, she is excited to be able to offer her skills and knowledge to an organization that puts people first. Francesca works out of her office in Lafleche, Saskatchewan, located on Treaty 4 Territory.
She will provide accounting functions to Regional Council Executive Minister Shannon McCarthy, and her duties include maintaining accurate financial records and preparing financial reports for the Regional Council Executive and various committees, as well as supporting the Regional Council Executive and Treasurers, and the Grants Committees. Welcome, Francesca!
